Nghị định 323/2025/NĐ-CP là văn bản pháp do Chính phủ Việt Nam ban hành ngày 18/12/2025, quy định về việc thành lập Trung tâm tài chính quốc tế (“TTTCQT”) tại Việt Nam, hoạt động tại TP. Hồ Chí Minh và Đà Nẵng, nhằm phát triển các ngành tài chính mũi nhọn, thu hút đầu tư, ứng dụng công nghệ tài chính (Fintech) và dịch vụ tài chính chuyên nghiệp, với mục tiêu trở thành một trung tâm tài chính quốc tế có tầm cỡ. Nghị định gồm 7 chương, 23 điều quy định chi tiết và hướng dẫn thi hành Điều 8 và Điều 9 của Nghị quyết số 222/2025/QH15.

Ngày 18/12/2025, Chính phủ đã ban hành Nghị định số 330/2025/NĐ-CP quy định về việc thành lập, tổ chức và hoạt động của Sở giao dịch hàng hóa trong Trung tâm tài chính quốc tế tại Việt Nam (“Nghị định 330”). Nghị định được ban hành nhằm triển khai Nghị quyết số 222/2025/QH15 của Quốc hội và thiết lập khuôn khổ pháp lý đặc thù cho hoạt động giao dịch hàng hóa trong Trung tâm tài chính quốc tế.

On 18 December 2025, the Government promulgated Decree No. 330/2025/ND-CP regulating the establishment, organization, and operation of commodity exchanges within the International Financial Centre in Vietnam (“Decree 330”). This Decree was issued to implement Resolution No. 222/2025/QH15 of the National Assembly and to establish a specialized legal framework governing commodity trading activities within the International Financial Centre.

On 25 November 2025, the Government issued Decree No. 306/2025/ND-CP (“Decree 306”), which amends several provisions of Decree No. 156/2020/ND-CP on administrative sanctions in the securities and securities market (“Decree 156”) and Decree No. 158/2020/ND-CP on derivative securities and the derivative securities market (“Decree 158”). Decree 306 is scheduled to take effect on 9 January 2026.

On 10 November 2025, the Government issued Decree No. 293/2025/ND-CP (“Decree 293”), which sets forth the minimum wages applicable to employees working under labour contracts. This new Decree will take effect on 1 January 2026, replacing the previous regulation under Decree No. 74/2024/ND-CP dated 30 June 2024. The issuance of Decree 293 reflects the Government’s ongoing effort to adjust wage levels in line with economic development, inflation, and the cost of living, ensuring fair compensation for employees across different regions of Vietnam.
